Aims
- For the Plymouth Consortium to be an inclusive partnership and the vehicle through which the concerns and ambitions of all the sector and organisations within it can be voiced.
- To ensure that Plymouth has a Third Sector that is independent and sustainable through a diverse funding and community asset base.
- For the third sector to be vibrant and active in all parts of the city and for small organisations to have the capacity to participate appropriately.
- To better enable third sector organisations to be equipped, and where appropriate to join together, to deliver public services.
Key changes that the Consortium aims to bring about
- There is an LSP Compact and Codes of Practice in place in Plymouth and that they are being adhered to by all partners.
- An agreed LSP Third Sector Strategy which clearly identifies support services needed and sustainable resourcing of infrastructure activity to meet the needs of frontline third sector organisations.
- Full engagement and involvement of the third sector in the Local Area Agreement and service delivery.
- The PTSC to be recognised as the primary delivery agent, either in its own right or using other specialists, for support services to the sector.
- A range of funding sources available to meet local need including CVO's, social enterprises and asset management. This to be achieved with support from the public and private sectors to ensure best use of resources.
- Infrastructure organisations to be operating to a consistent high standard identified by achievement of a recognised quality standard which is recognised by and has had an impact on the quality of services being delivered by frontline organisations.
- Full cost Recovery is accepted as the norm by the public sector and is reflected in their commissioning and procurements practices.
